Helicopter Rescue Winch

This is useful for search and rescue from parts of the map that can't be accessed by vehicle like the side of mount chiliad or if there is a rescue in the middle of the ocean. You could use the winch to repel down to the person treat them in rp then when your ready to transport you would put the person in a stokes litter or rescue basket depending on the location on land or sea.
